This year's Finance Director's briefing looks ahead to the challenges of the next twelve months.   The government's consultation paper on HRA reform is likely to mean significant changes for local authorities.   The financial and accounting issued faced by housing associations look set to continue.   All housing organisations are looking at ways in which they can reduce costs and deliver improved value for money.   The climate for lending to housing organisations remains tight and in April of 2010 the TSA will start to regulate local authority housing for the first time, alongside a new set of standards and enforcement powers.
