HRA Review - Northern Housing Consortium Submission
As you are aware the government is undertaking a review of the HRA financing regime, following on from the recent HRA pilots.
We believe there are particular issues facing northern organisations that must be taken into account when developing new HRA (or similar) models. We are therefore working with members to deliver a submission to Communities and Local Government.
We are in the process of collating an evidence base to shape our submission and have written to all HRA holding bodies asking for key data to develop the northern picture. I appreciate this is a busy time for you but would urge you to complete the template I have circulated to ensure that we have a solid evidence platform on which to base our submission.
The deadline for submission of data is 16th May 2008
Notes from the first meeting of the Northern Housing Consortium's HRA group will be posted on our website this week.

Housing Green Paper Published
Communities and Local Government (CLG) has published its Housing Green Paper "Homes for the Future: more affordable, more sustainable".The Green Paper sets out Government plans for three million new homes by 2020. Plans include:
- More homes backed by more ambitious building targets, increased investment, and new ways of identifying and using land for development
- More social housing ensuring that a decent home at an affordable price is for the many, not the few
- Building homes more quickly by unblocking the planning system and releasing land for development
- More affordable homes by increasing the options for low cost home ownership and more long term and affordable mortgage products and
- Greener homes with high environmental standards and flagship developments leading the way.

This paper is a response by NHC to the Government Office for Yorkshire and The Humber's consultation on their proposals for building capacity, improving performance, and strengthening regional coordination of private sector housing policy and loans delivery.

Housing Investment in the Regions
This paper is a response by the NHC to the then ODPM's consultation paper Housing Investment in the Regions. Also included in the response are proposals for performance measures (Appendix 1) and a proposed measure for economically inactive and low earners (Appendix 2).
