Traditionally local authorities and housing associations have collected rent, council tax and other payments made to them via their main cash desk at the town hall/civic centre, a network of area housing offices and in many cases through door to door collection services. All of these methods can limit the opportunities available to tenants to make payments due to the restricted opening hours.
The main drivers for the Consortium to establish a payment card solution were to;
