
Measuring Outcomes - practice examples
Following extensive piloting of the new framework CLG rolled out the national Supporting People Outcome Framework for short term services on 31st May 2007. The national roll out for long term services will take place in July 2007.
The new framework is based on the DfES Every Child Matters 5 high level outcomes which are:
- Economic Wellbeing
- Enjoy and Achieve
- Be Healthy
- Stay Safe
- Make a Positive Contribution.
Under each of these outcomes are several specific Supporting People indicators. It is hoped that a national CLG outcome framework will reduce the amount of additional burdens imposed on providers as providers will work to one outcome framework only. CLG have been carrying extensive training events with both providers and local authorities over the last 2 months in relation to the new framework. In partnership with Leeds PCT, Leeds CC has produced a Health Impact Assessment (HIA) toolkit for public health practitioners as a means to provide a viable HIA for an activity which they are engaged in or likely to be engaged in.
The HIA toolkit outlines what an HIA is, the basic principles of an HIA, guidance on how to decide the scale of HIA to undertake, and 5 key steps including:-

Step 3 Appraisal
Step 4 Recommendations and Reporting
Step 5 Implementation
Example worksheets demonstrate how an HIA of Leeds Out of Hours Noise Service was conducted. Blank worksheets are also available here.
Appendices 1-6 include a glossary, useful links, evidence collection techniques and an example of the HIA undertaken on Leeds Landlord Accreditation Scheme and its impact on the health of private rented tenants.
