The new Audit Commission strategic approach to Housing KLOE is about to become ‘live’ and will be used from April 2010. It signals a new approach to inspecting strategic housing. It is higher level and more ‘strategic’ than the previous KLOE and is more clearly aligned with Comprehensive Area Assessment.
It is designed to assess how well a council works with its partners and stakeholders to address the housing needs and challenges within its area. It can also be used to assess how well a group of councils work together to address strategic housing challenges.
The purpose of the strategic housing day is to help councils to either prepare for Audit Commission inspection and/or to undertake an assessment of the quality of their approach to strategic housing (and identify areas for improvement).
- The key themes of the KLOE examined in detail
- What should the vision look like
- Community consultation
- Using the available data
- Developing the capacity to deliver the vision
- Improving housing outcomes for local communities
In the morning session there will be presentations by Yvonne Davies, Head of Housing and Economic Development (North) for the Audit Commission; Mel Godfrey, Housing Opportunities Programme Manager, Manchester City Council talking about their experience from the pilot inspection; and Janis Dean and Karen Baildon, both BDT partners will focus on key issues or ‘hotspots’, how to self assess against the KLOE, preparing for inspection and improvement planning.
The afternoon session will be run as active learning groups for participants to share experience and identify the challenges and next steps for their organisation. In addition a speaker from York CC will explore the creative use of S106 agreements for affordable housing.
