This half-day workshop will look at the issues facing sheltered housing.

This seminar will consider the issues facing sheltered housing as buildings age and the needs and aspirations of older people increase. It will look at the legacy issues for sheltered schemes and services, how external factors are impacting on demand and examples of different approaches. It will look at practical ways in which providers can undertake options appraisals and make decisions about de-commissioning or investing to bring buildings up to contemporary standards. It will reference the toolkit developed by PFA and the Northern Housing Consortium.

Sheltered housing has shifted from a position of high demand, a positive choice for older people and an asset for providers to become hard to let, more difficult to manage and problematic for refurbishment or remodelling.

New models of specialist housing for older people have come into the market such as retirement living offering a choice of tenure and access to independent living; extra care with on-site services to support people as they age, together with care villages and assisted living.

Public sector funding is focussed on new build, with nothing since the early days of the Department of Health Extra Care Housing Fund available for refurbishment of existing buildings. Some providers are looking at using investor backed models and partnerships with developers, following options appraisal to evidence future demand.

It can be difficult for providers to future proof investment by ensuring buildings and services that will be attractive to older people and local commissioners for the next 20 years.

This workshop will explore the issues, look at the options and help participants to understand how to make informed judgements, together with practical examples and opportunities for questions and group discussions.
